OVERVIEW OF THE FUNCTIONS OF THE POST
The UNESCO Regional Office for Culture in Latin America and the Caribbean is launching the joint UNESCO-European Union programme Transcultura: Integrating Cuba, the Caribbean and the European Union through Culture and Creativity. The Programme is built on two components: the first focusing on strengthening the skills and capacities of young cultural professionals and the second on enhancing opportunities through knowledge transfer and exchanges. It includes the establishment of a regional Cultural Training Hub in Cuba and will create opportunities for entrepreneurship, socio-economic projects and collaboration in the cultural and creative sectors, heritage and tourism within the Caribbean region and with the EU.
The UNESCO Regional Office for Culture in Latin America and the Caribbean is seeking to recruit a Monitoring, Evaluation and Reporting Officer (Project Appointment) to coordinate the design and implementation of monitoring, evaluation, reporting and communication initiatives, strategies and activities.
Long Description
The incumbent will carry out the following roles and responsibilities:
• Carry out monitoring, evaluation and reporting activities of the Transcultura Programme in coordination with the Director of the Office, the Project Coordinator, the Programme Specialist, UNESCO colleagues, and other relevant counterparts and partners.
• Implement, with the Transcultura Programme team and relevant partners, the monitoring and evaluation activities, ensuring alignment with relevant strategies, plans and tools.
• Produce monitoring and evaluation reports, for both internal and external actors, on the status of Transcultura Programme implementation and results achievement, including best practices, lessons learned and success stories.
• Ensure that monitoring, evaluation and reporting plans activities are risk-based and focus on measuring results achievement and follow-up on monitoring and evaluation findings to ensure corrective actions are taken and/or adjustments are made, as required.
• Support programme reporting and communication in coordination with UNESCO Headquarters, the Liaison Office in Brussels, the Cluster Office in Kingston, the EU Delegation for Cuba, regional and country offices, counterparts and partners.
• Coordinate the Programme’s Communication and Visibility Plan and support the timely and quality production of advocacy and communication materials, such as annual and donor reports, briefings, news outputs, social media posts, etc.
• Provide guidance to Transcultura Programme staff and national and regional partners on the appropriate implementation of monitoring and evaluation as well as on communication best practices to enhance Programme visibility.
• Ensure the effective filing and documentation of the Programme and facilitate the external evaluation of the Transcultura Programme.
• Carry out additional activities to support Transcultura Programme implementation as required.

REQUIRED QUALIFICATIONS
Education
• Advanced university degree (Master’s degree or equivalent) in international development, management, social sciences, communications or other fields closely related to the position.
Work Experience
• A minimum of two years of progressively responsible experience in project planning, implementation, monitoring, evaluation and/or reporting at the international level.
• Experience developing and implementing monitoring, evaluation, reporting and/or strategies, plans, tools and activities
.
Skills and competencies
• Solid understanding of and competence in monitoring, evaluation, reporting and communication.
• Sound knowledge of project management and result-based management.
• Strong knowledge of Results Based Management and competence in supporting the planning and implementation of development programmes and initiatives.
• Strong analytical and problem-solving skills, as well as ability to set priorities, to ensure compliance to rules and administrative guidelines, to analyse and respond to routine and non-routine issues.
• Ability to identify and analyse trends, opportunities and threats and to develop appropriate strategies and mechanisms to address them.
• Ability to establish good working relationships with internal and external colleagues, partners and providers at the national, regional and international level.
• Excellent communication skills and experience coordinating and working in a multi-skilled and multicultural team.
• Knowledge of ethical and behavioural expectations, sound judgement, and high standards of integrity, discretion and confidentiality.
• Excellent IT skills, including advanced knowledge of MS Office (Word, Excel, PowerPoint, etc.).
Languages
• Excellent knowledge of English (both oral and written) and working knowledge of Spanish.
DESIRABLE QUALIFICATIONS
Work Experience
• Experience working with the UN System or European Union or knowledge of European Union programme procedures, rules and regulations.
Languages
• Knowledge of French.
