REPORT OF THE RAPORTEUR
OPENING OF THE SESSION
His Excellency Doctor José Sarney, President of the Federative Republic of Brazil, who greeted the participants and discussed relevant cultural topics in his opening address, opened the Session.
COMMITTEE SELECTION
At the suggestion of the President of the National Council for Culture and Arts of Mexico, Doctor Victor Flores Olea, the Minister of Culture of Brazil, Doctor José Aparecido de Oliveira, was elected President of the Meeting by majority acclaim.
The representatives from Cuba, Honduras, Trinidad and Tobago and Venezuela were elected as Vice-presidents.
The representative from Mexico was elected Raporteur.
ADRESSES DELIVERED BY PARTICIPANS
All Ministers participating made speeches at the opening session.
The Representatives from UNESCO, OAS and ALADI also delivered speeches.
The President invited several personalities of Culture to participate in the meeting and to give their opinions and ideas on topics of their respective areas of expertise.
After the speeches, the participants proceeded to discuss the main topics of the meeting. Copies of the discussions will be added to the present Report as Annexes.
CONCLUSSIONS•
• The participants approved the motions whose texts are also annexed to the present Report.
• On this issue, the Raporteur presented the Draft Final Declaration, drafted by the Drafting Committee. It was unanimously approved to become the DECLARATION OF BRASILIA.
• The President closed the Meeting on the morning of Saturday, 12 August 1989.
MOTIONS
I. The Ministers of Culture and Officials in Charge of Cultural Policies of Latin America and the Caribbean, meeting in Brasilia between 10 and 12 August 1989, salute the Latin American Festival of Art and Culture (FLAAC), a pioneering initiative aimed at closing artistic and cultural ties between the countries in the region, a valuable contribution to the objectives of strengthening relationships between the peoples in Latin America and the Caribbean in accordance with the goals of this Meeting, and at the same time express their strong willingness of making it permanent.
II. The Ministers of Culture and Officials in Charge of Cultural Policies of Latin America and the Caribbean, gathered in Brasilia on 10 to 12 August 1989, took note of the following motions:
a. The Representative of Chile submitted the following proposal:
To acknowledge the significant effort made by the Inter-American Council for Education, Science and Culture (CIECC), and of the Organization of American States, in the promotion of the integration of the countries in Latin America and the Caribbean through a multilateral cultural programming, which will be enforced from the 1st of January 1990.
b. The representative from Peru submitted the following proposal:
To hold a meeting specifically devoted to the methods and systems related to the funding of artistic affaire in all our countries:
• Internal funding
1. Budget entries
2. Tax incentives
3. Participation of private enterprise
• External funding
1. Identification and management of existing sources
2. Creation of international funds
3. Bi-National Agreements
• Expansion of the occupational market for profession related to artistic culture
c. The Representative of Venezuela presented the following initiatives:
• To propitiate the holding of a meeting of experts in educatiuon from Latin America and the Caribbean to analyze the current problems of artistic education and cultural training in the Continent.
• To propitiate the creation of a Latin American and CAribbean Cultural Circuit.
• To support the initiative submitted by Venezuela for the creation of the Institute of Literature and Popular Cultures of the Caribbean, and the Ibero-American and Caribbean Institute "Bolívar-Bello", as entities that would favor the process of cultural integration in the Continent.
d. The Representative from Mexico submitted the following initiatives:
• To produce television series that would analyze the cultural process of Latin America and the Caribbean on the V Centennial Anniversary of the Encounter between Two Worlds – Discovery of America.
• To organize periodic meetings between intellectual and artists (writers, painters, musicians, composers) in different cities of the region so as personal contact becomes the inspiration and driving force for creativity.
• To establish an information network that would facilitate a better knowledge between the different countries of the region with the creation of libraries, film and sound collections and multinational video libraries.
• To find formulas and mechanisms for funding with the purpose of channeling resources towards the investment in cultural matters.
e. The Representative of Brazil underlined the importance of the following issues:
• To support and intensify knowledge and confrontation of practical experiences and technical proposals in the field of the performing arts, mostly through the organization of theater, dance, opera and circus festivals and other events with the active participation of artists and intellectuals from our countries.
• To stimulate in our countries the wide distribution of publications, books, documents, films and video tapes about the many example of artistic creation in the field of performing arts.
• To give support to the theater workshops promoted by the International School of Theater for Latin America and the Caribbean in our countries, a school especially created for actors and other theater specialists from the different Latin American countries. The School will commence its activities in next October in Havana, and its Second Workshop is scheduled for the first semester of 1990 in Sao Paulo, Brazil.
IV. The Ministers of Culture and Officials in Charge of Cultural Policies in Latin America and the Caribbean, gathered in Brasilia on 10-12 August, 1989, agree on expressing their strongest support to the Forum for Cinematographic Integration to be held in Caracas, Venezuela, and deem it convenient to analyze the following issues posed by the Representative of Brazil, among other issues:
a. To intensify the signing of bilateral agreements for film co-production among our countries, with a view to the establishment of a multilateral co-production agreement.
b. To promote the integration and expansion of national markets by attributing double or multiple nationality to films produced in each country, even outside the protection of international co-production agreements.
c. To facilitate the commercial exchange of raw materials and equipment for the audiovisual industry manufactured in Latin America and the Caribbean.
d. To establish an international consortium for the distribution of films, through state agencies that have connections with the private enterprise.
e. To foster the production of national, bilateral and multinational programmes for research, experimentation, innovation and transfer of audiovisual technologies in both public and private institutions to encourage specialists to master the techniques of audiovisual production or diffusion.
f. To promote the creation of integrated information centers that would collect data on the cultural and commercial aspects of the audiovisual industry.
g. To study the possibility of creating a Latin American and Caribbean Fund for the Promotion of the production of Audiovisual and Film Co-Productions, following the example of the Resolution (88) 15 by the Council of Ministers of Europe.
The Fund could demand from all signing countries the provision of resources to finance projects and co-productions with a minimum of three partners as well as the commercial and cultural distribution of the said projects and co-productions. The Deliberative Council of such Fund, the body that will grant funding, subventions or loans shall include a representative from each signing country.
V. The Ministers of Culture and Officials in Charge of Cultural policies in Latin America and the Caribbean, gathered in Brazil on 10-12 August, 1989, expressed their satisfaction with the Brazilian initiative of creating the Latin American and Caribbean Center for the Preservation of the Moving Image that will be based in Sao Paulo within the scope of the Brazilian Cinematheque and with the support of the Foundation of the New Latin American Cinema. This Project is the result of an extensive research on the problems faced by audiovisual heritage in the region and would be the center of excellence for training of technicians and development of research of conservation and preservation processes.
