Final Declaration
CUENCA DECLARATION 2002
The 13th Forum of Ministers of Culture and Officials in Charge of Cultural Policies of Latin America and the Caribbean, held in the World Heritage City of Cuenca, Ecuador, from 6 – 8 November 2002, was considered as an event of utmost importance for the efforts made by the countries in presenting new priority approaches for Culture in the region.
In such respect, the Forum of Cuenca 2002, underlined the importance of persisting in the strengthening of regional integration through practical actions and a viable and coherent Plan of Action, through the articulation of economy, culture and trade, which is paramount in face of the new challenges and circumstances presented by a globalized World.
Likewise, the Forum agreed to work so that the Summits of Presidents of Latin America and the Caribbean include the issue of culture, as one of the basis for integration and development of our countries, permanent ideals of the peoples of this Continent.
The Ministers of Culture and Officials in Charge of Cultural Policies, present at the Forum, coincided in the need to establish dialogues with representatives of the European Union aimed at the identification of more efficient ways of mutual collaboration in the wide field of culture, exploring new possibilities of cooperation between both regions.
It was also considered, that cultural industries and cultural tourism are dynamic forms of promotion and means for the better knowledge of our identities, and at the same time, sources of labor and economic income for the countries of the region.
This 13th Forum also reaffirmed the originality of the cultural expressions of our peoples and their traditional knowledge, constituting the moral and spiritual support of their cultural life, and an essential part of the identity of the Continent.
The Forum once again acknowledged and appreciated the support received in every aspect by Regional Bureau of Culture for Latin America and the Caribbean of UNESCO, as an essential contribution for the progress of work, programmes and communication between Member Countries.
Finally, the Ministers, delegates and representatives of International Organizations, participating in the Forum, underlined the extraordinary effort made be the Government and the Ministry of Education, Culture, Sports and Recreation of Ecuador, in order to hold this Forum of Ministers of Culture and Officials in Charge of Cultural Policies in Latin America and the Caribbean, which confirms, once again, the vocation of the Region to advance towards integration based on the mutual respect of our identities. Likewise, they warmly welcomed the firm willingness of Ecuador for having successfully organized and held this 13th Forum, in spite of the natural disasters that the country unexpectedly faced, due to the eruption of the Reventador volcano.
