On 14-15 September, the city of Lima welcomed the International Seminar “Developmen t of the Programme for the Revitalisation of the Cultural Heritage of the main Historic Centres of Lima, Arequipa, Trujillo and Ayacucho”, organised by the Ministry of Culture of Peru, in coordination with the Inter-American Development Bank (IDB), the Ministry of Economy and Finance (MEF), the Organisation of the United Nations for Education, Science and Culture (UNESCO) and the Metropolitan Municipality of Lima.
During these two days, at the National Museum of Anthropology, Archaeology and History of Peru, national and international experts shared their experience concerning best practices and innovations in the development of public investment programmes and projects for the revitalisation of historic centres, in order to develop a programme for their conservation and economic, cultural and social development.
Participating in the Seminar were the Minister of Culture of Peru, Diana Alvarez-Calderón; the mayor of Metropolitan Lima, Luis Castañeda Lossio; the specialist in Fiscal and M unicipal Management of IDB Peru, José Larios; MEF General Manager of Public Investment, Eloy Durán Cervantes; the Officer in charge of the UNESCO Regional Office for Culture in Latin America and the Caribbean, Fernando Brugman; and the UNESCO representative in Peru, Magaly Robalino.
In her opening speech, the Minister of Culture stressed that it is everyone’s obligation to return Peru’s cultural heritage to its rightful place, restoring the grandeur with which it was built.
“We have seen how historic cities in our continent have achieved this objective and created an economic, cultural and social development around them. What begins today as a dream must come down to earth with proposals for the implementation of an investment programme for the revitalisation of our historic centres”, stressed Alvarez-Calderón.
Urban Landscapes as a Tool for Sustainable Cities was the theme presented by UNESCO specialist Fernando Brugman, in relation to the adoption of a new Agenda during the United Nations Sustainable Development Summit, to take place from 25 to 27 September 2015, at UN Headquarters in New York, “an ambitious agenda that will serve as a springboard for the action of the international community and the governments of each country in order to promote prosperity and shared well-being”.
Brugman highlighted that, without a doubt, “all the new Sustainable Development Goals are extremely important, and to achieve them, culture must play in each a key role”. However, considering the theme of the event, he particularly stressed Goal 11, which urges us to “make cities and human settlements inclusive, safe, resilient and sustainable”, and shared with participants a project on the Sustainable Urban Development of Havana that the UNESCO Regional Office for Culture is beginning to develop, based on the country’s experiences and priorities.
The presentation of the different themes to be discussed at the Forum was in charge of a considerable number of experts, including the former coordinator of the Monumenta Programme, IPHAN, Luis Fernando Almeida; IDB specialist Jesús Navarrete; international consultant in Urban Planning and Management, Diego Carrión; the Deputy Minister of Cultural Heritage and Cultural Industries, Juan Pablo de la Puente; and the director of the Heritage for Development Programme of the Spanish Agency for International Development Cooperation (AECID), Juan de la Serna Torroba, among others.
The conclusions and objectives of this International Seminar will serve as the basis for building capacities that will generate the proposal of an Investment programme for the revitalisation of the cultural heritage of the main Historic Centres of Peru.
