The 1972 Convention concerning the Protection of the World Cultural and Natural Heritage is aimed at contributing to the protection and conservation of monuments, complexes and sites, as well as geological and physhiographical formations and precisely delineated areas of outstanding universal value.

UNESCO, through its World Heritage Centre (WHC) and its field offices, works to promote the identification, protection and preservation of cultural and natural heritage through capacity-building on the protection, conservation and management of these cultural and natural assets with a view to sustainable development.

The Latin American and Caribbean (LAC) region possesses a rich cultural and natural World Heritage. Its 33 Member States have ratified the Convention, and until 2018, the region counts with 140 properties inscribed on the World Heritage List (97 cultural properties, 38 natural properties and 5 mixed properties).

As a follow-up to Decision 37 COM 10A adopted by the WHC at its 37th session (Phnom Penh, 2013) and based on the results of the Second Cycle of the Periodic Reporting exercise, the LAC States Parties, in close cooperation with the WHC, Advisory Bodies and UNESCO Category 2 Centres, started working on the development of regional and subregional action plans.

The meeting to develop the LAC Regional Action Plan was held in Brasilia from 23 to 25 April 2014 with the support of the Brazilian government through the National Institute for Historic and Artistic Heritage (IPHAN).

The Action Plan is structured around the strategic objectives for the implementation of the Convention, synthesised in the Budapest Declaration on World Heritage (adopted in 2002), which were reaffirmed and finalised in 2007 ("fifth C").

The Plan takes into account challenges identified in one or more subregions of Latin America and the Caribbean, considered as regional priority themes by the States Parties: (i) Education, communication and information; (ii) Integrated heritage management; (iii) Sustainable tourism in World Heritage sites and (iv) Heritage categories: urban heritage, natural sites and cultural landscapes and archaeological heritage.

At its 38th session (Doha, 2014), the Committee adopted the 2014-2024 Action Plan and requested the States Parties to continue working on the development of subregional action plans (Decision 38 COM 10B.4). Furthermore, the Committee also called on other regions to support the efforts of the LAC region in implementing the Action Plan, in the spirit of international cooperation promoted by the World Heritage Convention.

Action Plan for World Heritage in Mexico and Central America, 2018-2023

From 23 to 25 April 2018, the city of Zacatecas (Mexico) was the venue of the sub-regional meeting for the discussion and adoption of the Action Plan for World Heritage in Mexico and Central America (PAMAC), 2018-2023. The meeting was a follow-up to the adoption by the World Heritage Committee of the Action Plan for World Heritage in Latin America and the Caribbean (Decision 38 COM 10B.4), jointly organized by the World Heritage Centre, the Direction of World Heritage of the Secretariat of Culture in Mexico and the Category 2 Centre in Zacatecas, with the financial support of the Government of Mexico.

PAMAC 2018-2023 will serve as reference for the next actions that the States Parties need to implement to reach the Expected Results, which have been defined and reached by consensus within a framework of sub-regional collaboration and cooperation.

Action Plan for World Heritage in South America 2015-2020 (PAAS 2015-2020)

The PAAS 2015-2020 builds on the PARALC, as well as on the answers received during the process of submitting the Periodic Reports of South American countries and the State of Conservation Reports evaluated by the Committee in recent years. The Plan constitutes a prioritised subregional action framework that was agreed upon and adopted by the States Parties of South America as a common working agenda.

The Plan contains three major components (i) Action Plan for World Heritage; (ii) Capacity-Building Strategy for World Heritage properties and (iii) Programme of Pilot Projects for World Heritage properties.

Caribbean Action Plan for World Heritage 2015 - 2019

The Subregional meeting on the Caribbean Action Plan for World Heritage (2015-2019) was held in Havana, Cuba, from 26 to 28 November 2014, with the financial support of the Netherlands Funds-in-Trust of the World Heritage Centre.

The Action Plan presents an operational framework to facilitate the implementation of the PARALC in the specific context of the Caribbean. It also enriches and gives follow-up to the Kingston Action Plan, adopted in 2013, and proposes an updated Caribbean Capacity- Building Programme for World Heritage (CCBP).
