This workshop, in the framework of the "Sub-regional Capacity Building Program to enable Caribbean Member States to effectively fight illicit trafficking in Cultural Property", is financed by the UNESCO Director General Emergency Fund, the UNESCO Regional Office for Culture in Latin America and the Caribbean and the Ministry of Education, Culture and Science of the Netherlands. It will be held in Castries, Saint Lucia, on 3-7 December, organized by UNESCO Havana and Kingston Offices with the cooperation of the Saint Lucia National Commission for UNESCO and the cultural authorities of that Caribbean Member State.

The seminar is part of UNESCO’s global efforts to fight illicit traffic of cultural property worldwide in the framework of the Main Line of Action 2 of the UNESCO Major Programme of Culture for the Biennium 2012-2013: Enhancing the protection of cultural property and fighting against traffic in cultural property through the effective implementation of the 1954, 1970 and 2001 Conventions.

The project is targeted towards the Caribbean sub-region and aims to create and develop national legal and operational capacities to fight against the illicit traffic in cultural property and facilitate its restitution through targeted legal and operational trainings and awareness raising activities with the support of institutions such as INTERPOL and UNIDROIT (International Institute for the Unification of Private Law). The seminar will address government officials, police force, customs officials and cultural managers.

The illicit traffic of cultural property has reached proportions comparable to the international illicit trade of drugs or guns. This traffic affects States worldwide and the damages and looses to the cultural heritage affects particularly those States that cannot protect themselves.

The training will support national efforts to ratify and effectively implement the UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property (1970), the UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects (1995), the 2001 Convention for the Protection of the Underwater Cultural and to facilitate sub-regional cooperation to exchange information and best practices on the fight against illicit traffic of cultural properties.
