To help the national teams of the participating countries to elaborate the periodic reports, the Secretariat of the 2005 Convention has created a pool of top-level international experts. In the case of Cuba, the two experts chosen were Alfonso Castellanos, a specialist from the culture sector with over 25 years of experience who specializes in the management and design of cultural information systems, statistics and indicators, as well as in policy assessment; and Octavio Kulesz, an expert on digital publications with over 15 years of experience in the publishing industry, which has enabled him to found Teseo, the first digital publishing company in 2007.
The multisectoral consultation has three objectives: (1) to present the project to government actors and civil society, (2) to initiate the needs assessment process in order to move forward in the formulation and design of the project’s activities, and (3) to present the members of the National Team (12-15 members) that will elaborate the Second Quadrennial Periodic Report. Invited to the consultation are representatives of different institutions of the Ministry of Culture as well as other ministries, such as Tourism, Finance, Trade, Industry, Science, Technology and the Environment, Communications, Economy and Planning, Foreign Investment, Radio and Television, which either directly or indirectly participate in the production and/or distribution cycles of cultural goods, products and services. Also invited is an ample representation of the civil society that participates in said processes.
Cuba will be one of the first countries among the 12 selected worldwide by the Secretariat of the Convention that will begin to implement the project. Colombia, another country in the region, along with Burkina Faso, Cambodia, Ethiopia, Indonesia, Morocco, Rwanda, Senegal, Tunisia, Viet Nam and Zimbabwe will introduce the training projects for the elaboration of the quadrennial reports. Moreover, at the global level and on the basis of these reports, the Secretariat will elaborate two biennial world monitoring reports as an effective tool to help implement the2005 Convention at the international level.
