Document adopted on 24 October 2006 in Barcelona, at the first meeting of the Committee on Culture of United Cities and Local Governments (UCLG). The members of this Committee on culture committed themselves to develop the recommendation of Agenda 21 (article 49) to fulfil a proposal for a system of cultural indicators.

Document approved by the 4th Forum of Local Authorities for Social Inclusion of Porto Alegre, held in Barcelona on 8 May 2004 as part of the first Universal Forum of Cultures. International organisation United Cities and Local Governments (UCLG) adopted the Agenda 21 as a reference document for its programmes on culture.
