INAC: Panel discussion in Panama on Central American Cultural Policy

In order to exchange ideas and obtain proposals for the elaboration of regional cultural projects, the National Institute of Culture (INAC) and the Central American Educational and Cultural Coordination of the Central American Integration System (CECC/SICA), with the support of the Republic of China (Taiwan), conducted a dialogue in our country on the Central American Cultural Policy of Integration, with the participation of representatives from government institutions, international bodies, NGOs, cultural managers and social communicators.

In her opening speech, INAC Director General, Mariana Núñez Haugland stressed that human, social and economic development is directly related to culture.

“With a view to 2021, which is the aim today’s discussion, we should address the great challenge of improving our citizen’s quality of life parting from our management of culture”, she added.

Carlos H. Lépiz, CECC/SICA Secretary General, presented the Central American Cultural Policy of Integration (PCIC), where he stated its conceptual bases, namely: “from Central American identity, to Central American cultural diversity”; “from the sense to the senses of belonging”; “from dissemination to the production of cultural knowledge”; “from respect for cultural diversity to the management of regional interculturality”; “from a culture of peace to cultures of peace”; and “from shared vision to co-responsible management”.

In turn, Luis Bruzón Delgado, CECC/SICA Consultant, developed the theme “Communication and Dissemination of Culture for Integration” and presented his works “Entre Caobas y Flamboyantes” and “Latidos del tiempo”, which include research reports on the historical cultural heritage, as well as on the intangible cultural heritage of the countries constituting the Central American Caribbean Cultural Corridor.

The methodology also included participation in round tables where the attendees proposed projects for six thematic areas: Common cultural heritage; Intercultural communication; Citizenship and culture; Innovation and institutional development; Economy, creativity and culture, and Education for Interculturality.

CECC/SICA is creating similar spaces in all the countries in the region and will hold a regional forum to reach a consensus on the project proposals generated. The profiles of the final projects will be ratified by the Council of Ministers and Culture Authorities of the Educational and Cultural Coordination of SICA member countries, in order to obtain the international financial and technical support required to implement this portfolio of projects, and thus ensure the achievement of the strategic guidelines of the Central American Cultural Policy of Integration and its validity until 2021.
