The fight against illicit trafficking of cultural property: for a reinforced Global Dialogue

Organised by UNESCO, in partnership with the European Union and in the framework of the celebrations of the 50th anniversary of the 1970 Convention, this international conference brings together all the actors in the fight against illicit trafficking of cultural property to dialogue on a united and collaborative approach to strengthen the fight against illicit trafficking of cultural property at the global level and on concrete activities to be implemented.

Illicit trafficking in cultural property, particularly in areas affected by armed conflict and natural disasters, has reached a considerable proportion in recent years, becoming a major source of concern for the international community. The situation continues to escalate at the global level and the COVID-19 pandemic has created new challenges for prevention and surveillance. In this period of health crisis, where surveillance and protection mechanisms and resources are limited, closed museums have been targeted, archaeological sites were looted on a large scale, and there has been a notable increase in sales on online art markets.

In this context, the strengthening of the cooperation of all actors, institutions, international and national, governmental and non-governmental organisations, art market actors, online sales platforms and collectors is essential.

The programme of this conference will focus on:

(1) Examining regional needs and specific priorities in the fight against illicit trafficking of cultural property at the regional and international level;

(2) Exchanging examples of good practice and discussing the most urgent areas of cooperation, including the strengthening of due diligence, the challenge of new technologies and public awareness;

(3) To define a common agenda of priorities for enhanced cooperation.
