10th Regional Encounter on the Management of Historic Centres, Havana, Cuba, 15-18 May, 2012

From 15 to 18 May 2012, Havana hosted the 10th Regional Encounter on the Management of Historic Centres in Latin America and the Caribbean, which feature the central theme "Economic sustainability of the historic city centre: a shared responsibility."
This conference, being held for the tenth time, was convened by the Office of the Historian of the City of Havana and the UNESCO Regional Office for Culture in Latin America and the Caribbean, with the support of the Swiss Agency for Development and Cooperation (COSUDE), the Spanish Agency for International Development Cooperation (AECID) and the United Nations Development Programme (UNDP), as well as other organisations.
The event, which brought together 200 specialists from Latin America, Europe and the host country, formed part of the celebrations of the 40th anniversary of the Convention Concerning the Protection of the World Cultural and Natural Heritage (1972) and the 30th anniversary of the inscription of Old Havana and its Fortifications on the World Heritage List.
The event was opened in the presence of Dr Alissandra Cummins, President of the Executive Council of UNESCO, and Herman van Hooff, Director of UNESCO Regional Office for Culture in Latin America and the Caribbean (which is located in Havana). Dr Cummins emphasised the importance of these conferences on the management of historic city centres so that "we can continue to offer opportunities for innovation, exchange and learning in relation to best practices in the restoration of the heritage of this region".
Over the course of the conference, UNESCO specialists participated in expert panels, master classes and workshops. "The World Heritage Convention and culture as a guarantor of economic sustainability” was the theme tackled by experts from UNESCO Havana Office: Víctor Marín, Olga Rufins and Begoña Guzmán. Julio Carranza, from UNESCO Montevideo Office, was responsible for the coordination of a workshop in relation to Cultural Industries, where specialist Tatiana Villegas presented the publication "Políticas para la creatividad, Guía para el desarrollo de las industrias culturales y creativas" (Policies for creativity, guide for the development of cultural and creative industries) to those present. Fernando Brugman, Coordinator of the Culture Team in the UNESCO Havana Office, presented a seminar in relation to cultural industries and their contribution to development. Participants also had the opportunity to learn about the project " Heritage Recovery and Cultural Development in Havana: the Segundo Cabo Palace," a multilateral cooperation project of the European Union and UNESCO, which is being implemented by the Office of the Historian of the City of Havana.
The conference ended with the signing of the 'Acuerdo de La Habana' (Havana Agreement), a document which sets out the various topics dealt with during previous conferences, reaffirms the opinions that had been formed, and highlights the need for places for reflection, such as these conferences in relation to the Management of Historic Centres, because they contribute "to the creation of a new body of understanding, with the best thinking from Latin America and beyond, in relation to comprehensive restoration."
