In May 1998 the joint UNESCO/AIDS project "A Cultural Approach in response to HIV and AIDS" was launched. Its top priority is to commit the Member States to adopting national policies and strategies for the prevention and treatment of HIV and AIDS based on two main lines of action: on the one hand, to part from each country's own cultural references, and, on the other, to facilitate the use of each country's human and cultural resources, their lifestyles, their systems of values, traditions and beliefs, as well as their political and social resources, in order to adapt the national response to the epidemic. UNESCO heads preventive actions based on a Cultural Approach in Cuba since 2004.
In order to facilitate joint action among all UN agencies, UNAIDS promotes since 2004 the UNAIDS Programme Acceleration Funds (PAF). These funds have the characteristic of being adopted together with the Country Team responsible for actions linked to Health, HIV and AIDS within the United Nations Development Assistance Framework.
At the extraordinary meeting of the Joint UN Team on HIV and AIDS, on 14 May 2009, UNESCO was designated as the lead agency for the implementation of the Programme Acceleration Funds (PAF) 2008-2009, and UNICEF is the sister agency that participates in the conception and implementation of the activities envisaged.
