The Workshop to discuss the UNESCO Work Plan for Culture in Latin America and the Caribbean 2016-2021 was presided over by Cuban Minister of Culture, Julián González Toledo, UNESCO Director-General, Irina Bokova, Alfredo Pérez de Armiñán, Assistant Director-General for Culture, the President of the Cuban National Commission for UNESCO, Juan Antonio Fernández Palacios and the Officer in charge of the UNESCO Regional Office for Culture in Latin America and the Caribbean, Fernando Brugman. Also present were Culture specialists from the UNESCO Offices in the region.

UNESCO Director-General Irina Bokova inaugurated the Workshop to discuss the Draft UNESCO Work Plan for Culture in Latin America and the Caribbean 2016-2021, on the morning of 18 September at the International Conference Centre in Havana, Cuba.

She stressed the importance of the Plan, which contains the actions to be developed at national and regional levels aimed at contributing to the achievement of the Sustainable Development Goals, which will be adopted during the United Nations Summit Conference on Sustainable Development to be held from 25 to 27 September 2015.

“In the coming years,” Bokova highlighted, “culture should contribute in a more efficient manner, if possible, to do away with poverty and hunger, to achieve a healthier lifestyle, quality education, gender equality and more inclusive societies.”

In this respect, she urged the countries to participate in the implementation of the actions in the Plan, relative to policy development and implementation, capacity-building, research and awareness-raising, and regional cooperation.

These priorities, she stated, are in line with UNESCO’s Medium-Term Strategy and Culture Programme, as well as with the needs identified by the States themselves in spaces such as the Meeting of Ministers of Culture of Latin America and the Caribbean.

She also highlighted the region’s active participation in recognising the role of culture as an engine for development and encouraged countries to implement measures with a view to strengthening cultural exchange, establishing policies aimed at effectively applying UNESCO conventions, information gathering on cultural properties, activities and services, as well as sensitising other sectors to the importance of incorporating cultural policies into general development policies.

The Workshop to discuss the UNESCO Work Plan for Culture in Latin America and the Caribbean 2016-2021 counted with the presence of ministers and deputy ministers from thirteen countries, as well as high-ranking officials of the culture sector from the entire region.

The event took place within the framework of the Third Meeting of Ministers of Culture of the Community of Latin American and Caribbean States, which was held on Friday afternoon and all during Saturday, 19 September.

As the Officer in charge of the UNESCO Regional Office for Culture in Latin America and the Caribbean, Fernando Brugman, explained, the observations made by the countries in the region during the Workshop will be added to the final version of the document, to be published in Spanish, English, French and Portuguese at the end of the present year.
