Cuba prepares its 2nd Periodic Report on the 2005 Convention

The activities of the project “Capacity-building for the elaboration of Quadrennial Periodic Reports as stipulated under the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions” got underway on 3 December with a multisectoral consultation jointly implemented by the UNESCO Regional Office for Culture in Latin America and the Caribbean, the Cuban National Commission for UNESCO and the Ministry of Culture, with the support of the Swedish International Development Cooperation Agency (SIDA).

The consultation, which ran until Friday 4, was aimed at presenting the project to specialists from the Ministries of Culture, Education, Foreign Relations, Tourism, Labour, Foreign Trade, Communications, the Institute of Statistics and members of civil associations of culture professionals, in order to achieve a diversified participation of national actors in the process of elaborating the Quadrennial Periodic Report (QPR) of the Convention to be submitted by Cuba in 2016.

The activity also sought to have participants become familiar with key concepts of the Convention and conduct analytical exercises on the challenges to be addressed enabling them to obtain initial information for their needs analysis.

At the opening ceremony, the Officer in Charge of UNESCO Havana and Coordinator of the Culture team, Fernando Brugman, spoke of the contents of the Convention, signed by Cuba in 2007.

In turn, UNESCO Havana international consultant, Leire Fernández, described the main characteristics of the capacity-building project with a view to the elaboration of the 2005 Periodic Report. She then introduced two UNESCO international consultants on the 2005 Convention, Alfonso Castellanos and Octavio Kulesz, who referred to the usefulness of this information in formulating and evaluating cultural policies, the challenges and opportunities of the digital revolution for the production and distribution of cultural goods, and the characteristics of periodic reports.

After this multisectoral consultation, a national working team to gather information and elaborate the Quadrennial Periodic Report, which will be validated by a new consultation among national actors.

The consultation took place at the Audio-visual Hall of the Cuban Art Building of the National Museum of Fine Arts, which kindly offered its facility for the occasion.
